Workflow/Automation Emails that Will Not Trigger/Activate

Having constant issues with emails in workflows not being activated and no matter what settings I try to change them to causes them to trigger. Also, when a workflow is added that has 2 pages, if you click on the second page immediately after adding the workflow to check that all are activated, it immediately kicks out an error and you have to back out of the trip and come back in to then be able to check the second page.
